Nonetheless, the main idea behind providing relief to disaster affected regions has raised immense controversies over the years. Disasters are perceived differently based on various determining factors. The cause of a particular disaster will be addressed based on a natural or humanitarian perspective. The tsunami was a natural disaster and hence attracted a lot of attention globally. This resulted in combined efforts from entities like governments and NGO’s where governments helped with monetary and military empowerment while NGO’s helped collect money for the affected persons (Rowlands, 2008).
